Richard brings a wealth of experience of national and international education systems and an outstanding track record of delivery at the heart of government.

As a Director of Isos Partnership, he has facilitated high-profile national and international events and workshops involving Secretaries of State and senior stakeholders.  He has helped shape the priorities and build the capacity of government agencies and supported local authorities to reconfigure their services and support for improving educational outcomes.  He has extensive international experience, particularly in the US, helping to build the capacity of the Education Delivery Institute and support States in their implementation of Race to the Top.

Previously, as a Director in the Prime Minister’s Delivery Unit, he developed the methodology for action-focused reviews of the implementation of key policies across central Government, was responsible for health and education, and led the PMDU through transition to a new Prime Minister.   He spent 13 years as an HMI, leading the publication of four successive annual reports for the Chief Inspector.
