SEND reform: an independent analysis
SEND reform is at forefront of Councils’ minds as they work towards finalising their local reform plans. It is therefore timely that Isos Partnership was recently commissioned by the Local Government Association (LGA) and the County Councils Network (CCN) to provide an independent analysis of national SEND reform, informed by the views of local government captured through a survey and workshops.
National SEND reform: putting children and young people first represents a genuinely transformational approach to improving outcomes for children and young people with SEND. When we asked councils what they thought the SEND reforms will lead to (see chart below), eight in 10 believed Government SEND reforms would result in better outcomes for children and young people but less than half felt they would bring about a more financially sustainable system.
