During our work over the past few years, we kept being told about “rising needs in the early years”. Our research project, commissioned by the Local Government Association, has explored what early years practitioners think is changing when they describe this phenomena, what might be driving these changes, how well the current system is set up to respond to rising needs, and what national policy changes are needed to equip the system to do so.
